Have you tried rocking the steering wheel left-to-right slightly - just like the message says?

turn key off, while rocking wheel turn key on, the lock solenoid times out after a few seconds to prevent itself from burning out, this situation happens when the steering locks and there is load on the column preventing the lock pin from withdrawing, they are not mechanically connected like they used to be
