Is the control side of the relay receiving the proper signal (power)

 

So I got voltage on the black wire of the fuel pump connector under backseat when I ground it to the frame but not when I ground it to the pink wire isn't the black wire supposed to be the ground and the pink voltage?

If you are using a MM, you must load the circuit to test properly

 

Test light and or multi meter I've swapped the wires around and still can't get the pump to come on

I'm a believer in fixing things rather than finding work arounds - IF you have to drop the tank to get access to the wiring for the work around you might as well do the proper repair.

The proper repair is to find the fault and fix it, and in a previous reply I suggested that you might have a problem with the fuel pump ground - it's now up to you or someone who knows how to use a test lamp or test meter to confirm that diagnosis, which was based on statements you made, which seem to have been based on tests that might not have been correctly done.

Once it has been confirmed that the problem is a faulty ground, then the fault needs to be located and fixed.
