This is just my opinion, but no, and I don't think you need it - unless you're trying to do something other than what is listed in that TSB.

The TSB shows you how to use the Suzuki SDS tool (P/n #09910-06521) to reprogram the ECU - the #09910-06521 tool is an interface box that connects to the USB port on a Windows laptop and allows you to use the laptop to reprogram the ECU via the OBD port.
 
I have a Suzuki Baleno 2017, but I cannot change the language to Dutch. Would it be possible to do this with this diag tool and software?
You think so? I mean the language of my dashboard, not my media system. Cause these cars when bought in the Netherlands do have Dutch, mine is imported from Germany. And would it be possible to disable TPMS, cause i changed the tires but they dont have the TPMS sensors and I constantly get an "Service TPMS" warning on my dashboard and it does not go away.
If you have an android based smart phone you can use Google translate and the phone's camera to translate the dash menu settings - there may be a language setting in there, there is one on my Jimny, and I can switch from English to Dutch or German.

My Aliexpress Delphi/Snooper doesn't access much in the jimny. Aware of the lack of CAN Bus in these Japanese cars. Does anyone know if any scanners are able to access systems in Suzuki, or it is just a waste of time. I considered spending €200+ on a decent scanner Kingbolean/Launch etc
What makes you think there is a lack of CANbus in these cars? I'm fairly certain the last Jimny I looked at (a JC74) was CANbus - when I get home I'll give you a list of the systems I can access on my JB74.
 
Would this work to program a BCM on a 2007 Suzuki XL7? There are no dealerships in the US or any authorized mechanics within 8 hours of me. The BCM seems to have messed up when trying to change a fuse and shorted part of it because blinkers and hazards don't work.
Maybe try a Chevrolet dealership - the 2007 XL7 is essentially a rebadged Equinox.
