'95 Automatic Geo Tracker Won't Start

My Geo Tracker won't start; won't even click. I've replaced the starter and the wires to the battery terminals because they were rusted a bit and it worked again for a while but now the same problem is happening again a third time.

I don't know if this has anything to do with it but I can't even shift from park to neutral without the car being on so it is just stuck where it is (thankfully at my home this time). I really don't want to have to spend another few paychecks trying to fix this problem when it wasn't fixed the last two times.

The "you're not buckled" beep goes off once and dash lights turn on for a split second when i turn the key sometimes, but it only does it once. Even if i turn the key again, it does nothing.

Also, the battery is fine.

I had that issue on my 96. Wouldn't start after replacing all the obvious.
Then I remembered it had remnants of someone's old security system. Took that out of the dash and it's been fine since.
I think you should clean every ground you can find: every wire grounded to the body inside the engine compartment/firewall, under the car, under the dash, panels...everywhere. Some of those grounds wreak havoc with lights, ECU, etc.
A muti-meter is your friend.

Do your headlights work? The headlight circuit is hot at all times, and is a good indication of whether or not your car actually has power. Aside from checking the battery and its connections, and the fuses under the dash, you also have the main fusible link box on the passenger side fender near the battery, which houses your 4 main fuses for all power to the car. This is a known rustpoint, and you should check here as well.
Does this car have an alarm system??

Getting rid of the annoying actuator under the shifter was my step one.

I need to pull and clean my switch on the side of the trans...but with the motor coming out I'm not overly motivated to squish my big butt under there to do it.

also check your neutral safety switch, located on the right side of your tranny. if this is faulty it won't recognize that you are in neutral or park and therefore won't start. I by-passed mine with a push button on my dash until I could find a replacement. couple of $$ at pick and pull. that's all it took.

one way to see if this is the issue: do your reverse lights come on? they are controlled by the same switch that allows your starter to have power
