Hi Cd80. In UK an MOT failure [MOT-annual vehicle inspection] can happen if a vehicle panel or componant is damaged or corroded and likely to cause injury when grazed or contacted by a person. In your case the damage you have could not give rise to injury by contact or grazing. I would be happy to submit a vehicle for MOT testing with the minor defect to the bumper.
