You have a more strict rules regarding importing vehicles especially 2nd hand so I bet the vehicle you will import will comply to your country's rules as compared here in Manila.

But to be sure just check the oil, oil filter, electrical system and the radiator.

If your changing tires i guess a 165/60S R13 will do. Not the 14 as you might have to modify your fender and it might affect your steering.

Since Japan has winter climate, i'm sure it can handle your weather. You just have to be sure that proper maintenance is given to your Zuki.

Visit Japanoid.com as they import this vehicles in Canada. Superminitruck.com is base in the US. I hope they may help you on any technical and parts that you may need in the future.

Goodluck and enjoy.:)
