what purpose does it serve

My Tracker doesn't have these lights but I did a search one time and came back with "City" lights.

This is called a City Light. They are used in cities where there is a lot of street light and the use of headlights does more harm than good. Not really applicable in North America where drivers aren't taught about them and they aren't the main DRL's.

on a Tracker the park light bulb is part of the turn signal..

That makes more sense than city lights. I should have realized the Suzuki lights were single filament bulbs from the number of wires going to the socket in parts breakdown (above).

Those are the exact same bulbs I used to replace my licence plate lights. They work fine.
