I don't know the cost difference between a good undercoating or a bed liner, but I commonly see bed liner used for undercoating. Treat the rust before you coat it.

Use some naval jelly or other rust treatment product.

Most iron rust converters are tanin based. tanin based converters change iron oxide to iron tanate to create a protective "patina" over the iron. Patinia production is Something that metals like brass or bronze do on their own, but iron does not naturally produce a patina when it oxidises.

The converters with phosphoric or other acid suppliments accelerate the tanins reaction with the iron oxide. They tend to be more hazardous to use, but they have better reaction time and tend to penetrate better.

Naval jelly and other Jellied products are nice to use on a vertical or inverted surface where it's hard to apply a less viscous fluid.
