A freon leak would cause compressor stoppage due to low system pressure. That or the thermistor on the cooling coil indicating too low a temperature. Both situations would allow the compressor to restart when parameters are met (system cycling) on its own. The fact that your unit doesn't cycle indicates that something else is wrong.
I'd start troubleshooting by obtaining the high and low pressure specs w/gauges to better evaluate what's up.
