Is it normal for my idle sped to increase upwards of 1,800 rpm when I turn the A/C on?

Yes it is normal for the engine to "idle up" when electrical load is increased, such as switching on the A/C. And your carb which I believe is Hitachi would have "2 level idle up" so more demand the idle will step up to another level.

Looking at the ole FSM here...
Step one idle up 950 RPM +/- 50
Step 2 1500 +/- 50
Get a proper Tach as the one in the dash is not considered by Suzuki as being accurate...
1800 may be a tad high...but until you get an accurate tach don't fiddle with it.
