'97 Sport JLX 1.8l 4x4 automatic. Does this engine have a provision for draining the block when changing coolant?

Not as far as I'm aware - there's a radiator drain and that's it. As a matter of fact, I've never seen a Suzuki (any Suzuki) with a block drain.

Drain the radiator, flush the system with plain water, drain again, add concentrated coolant to get the desired mix and then top up with plain water.

Both types Suzuki motors I have worked on, the water pump is the low point of the cooling system of the engine. Removing the pump is a good as a drain, removing the lower hose is almost as good.

Yes, the bottom of the radiator is the low point of the whole system. But it does leave some in the engine. You'd get that with any system.
