Default Car Off but taillights + sidemarker lights on

2004 Verona of course. I just about had every problem that's on the boards.
I just replaced front ball joint, battery, starter and fan belt.

Last night I see lights in my driveway and it was my car with the Tail lights on, all the yellow side and turn signal lights on and the inside instrument cluster was on. Bottom line I removed the illum Lamps relay.

The diagram is looking down at socket base:

Putting the relay in and out off the socket with car turned off I heard relay pick and the lights came on. Pulled the relay and I checked with a meter and had 12 vdc on terminal 86 and ground on terminal 85 the terminals for the relay.
Question: I assume the ground should always be there and the 12 vdc shouldn't be there till the key switch is turned on. Terminal 30 also had 12 vdc which I think is normal because it feeds the bulbs through relay switch terminal 87.

Not having a print will be an adventure just looking for some tips of where to look first, and should I be tracking the ground or the 12vdc.
