Default Input Manifold Tuning Valve Stuck Open

Got a Suzuki Verona 06

I got a check engine light for over a month now. Took it to autozone and the code read input manifold turning valve stuck open. I took it to a garage, they didn't have the computer for it, but they found that my engine was out of oil. The oil pan was cracked. It looks like when I had oil change at Sear, they cracked my Oil pan.

Would running with oil cause the tuning valve to stuck open? How can I fix this?? How much estimate? What will happen if I don't fix it?

I have been looking around on the internet, some said that the carbon build up can cause this?? And could this be weather related?
