Default Loose 14mm head bolt on front of crankcase??

I was fumbling around under the car during an oil change, trying to find the drain plug with my fingers. I ended up on the 14mm head of a bolt on the front of the crankcase, and it turned under finger pressure. I figured out that it wasn't the drain plug, so I took a look at it with a flashlight and saw that it appeared to simply hold a rectangular washer up against the case. I tightened it down, but then got to wondering:

1) What's it for?
2) How'd it get loose?
3) Is it perhaps supposed to be loose?

Any input is appreciated.
