Default Fuel smell inside my 1993 Suzuki sierra

Hi. I recently purchased a 1993 Suzuki sierra. Whilst driving it there's are times that I can smell fuel. Is this Normal / bad?? Any ideas what might be at fault? The car does not have a problem starting and there are no visible leaks. Also the accelerator pedal is rather hard to push an the fuel consumption seems a little high at around 17L per 100 km. or perhaps that's normal?

If your Sierra is like my Samurai, there is a little plastic vapor tank above the fuel filler. It is accessible under a sheet-metal cover, from inside, behind the inner fender. The cover is held on by several screws. Mine cracked, and I had fuel smell inside. I used epoxy to repair it, but then it cracked in another place, so I bought a new one.
