Default Carb suggestion?

1987 Sammi. Just got a month ago. Stock carb. Getting bad mileage (13 MPG) Working through systems. Appears that the MCSV is bad. Not convinenced the ECM is ok. Read that if ECM is bad that the car "locks" in safety model to continue to let car go. Auto 15 MPG if so. Anyway, cannot find parts reasonably priced. Looks like a new carb to me. Suggestions? Car is a daily driver. No rock climbing so no extreme up or downs other than steep highway driving. Went through ignition and all appears good there. New distributor with vacuum advance. New NGK wires/cap/rotor. Plugs good but now BLACK. New O2 sensor. Took out old and BLACK. Bad fuel mixture so that's why I'm considering new carb. Thanks for any suggestions. Thinking that with no parts available....move on......
