Default Samurai Carb Problems

I have a 86 Samurai 1.3 carbureted, it was running to rich so I checked the sight glass and the fuel level was to high. So I took the top off and lowered the float level, put it back together and checked ,it was too low. So now I've done this a bunch of times but now the fuel level will only reach the bottom of the sight hole, no matter where I set the float it won't go any higher. It seems to drive ok but I would like to get it right. I've replaced the float and the needle and seat and have run out of ideas. It has a new fuel pump and filter on it. Any ideas?? Thanks
