Default Nearly $700 to register my Drover

I pay as much to register my Holden Drover (re-badged sierra) as it costs to register my BIG Ford wagon - nearly $700 last october. It is listed as a 'commercial vehicle' and there's not much logic there as it's hardly got enough space in the back for a dog.

The compliance plate says it's a 2/seater utility even though someone had added a rear seat with s/belts etc.. I have seen Sierras with FOUR seats and because of that they cost a good deal less to register. NOT SENSIBLE!

I have contacted the Reg Office in South Australia but received no help there. In fact, they told me I was in breach of the law carrying passengers in the back!

Any suggestions appreciated as there's no logic to it and I can ill afford to throw money down the drain

Ouch - that is the first place I have heard of that it actually crazier than California when it comes to registering a vehicle...
