Angry Chrome air filter on sierra

My mate has a sierra and we put a round chrome filter straight on top of the carby. We connected the vacuum hoses and breather hoses but under full throttle it lags between 4000 and 5000rpm. What causes this and how can it be fixed.

How short is the air cleaner?
If it is too short and it doesn't let enough air flow then you will get lagging when it needs the flow the most. Remember that the stock air flow chamber is designed to flow a certain amount of air, and if the filter is too short, or it forces the air into a really thin 90 degree angle - you won't get the flow you need.
