Exclamation 1.3L Idle Issue--High and Surging

Hello, I am brand new to this forum, but after doing a build with my buddy on his Astro Van, I know how helpful forums can be. Recently, we just purchased a 1994 Samurai. The PO put a lot additions and accessories on it, and it seems to be in very good condition-- no leaks, no rust, tight suspension, drivetrain seems to be strong, and it runs perfectly. When its hot. Everytime I start it up cold, it idles really high and continues to do so for about 5 minutes, and then it surges back and forth from a high idle to a slower, ideal idle speed as far as I can tell. After that, it goes until it reaches operating temperature and then it slows down and purrs like a kitten. I want to get to work adding more cool stuff onto it, but I would like to iron this problem out so I know how much I can spend on other stuff. I have very limited experience in this area of troubleshooting, so my first idea was to replace the O2 sensor, but I figured I'd let people with more experience chime in first. Any help would be appreciated!

Typical cause of surging idle is a miss adjusted TPS..

Do not throw any unnecessary parts.. (O2), until you test..
