Default Sami FI problems

1991 Sami fuel injected:

Throttle body is dumping fuel in to the engine. Upon start up the engine races to red line if I don't shut it off.
I turned key and looked down TB and saw fuel spraying in high volume.
I pulled the plugs and turned it over and the gas was shot from the cylinders. I replaced the injector O rings.
I want to test the fuel pressure regulator but need some instruction how much vacuum to pull and is it suppose to leak down?
I would just replace it but, they are $100, so I don't want to waste that if not needed.

If someone knows another possible solution....

I would check for a short in the injector wiring before spending any money on parts.

To expand on what Rhinoman has said - no fuel should be sprayed from the injector unless it is energized, and it should be not energized unless the engine is running or being cranked, there should be no fuel sprayed just turning the key on.

Check the voltage across the injector connector - if you have voltage there is a short somewhere, either in the wiring or the ECU itself.

A 91-on will spray for 3 seconds at key on but should then stop until the engine is cranked.
