Default service manual question for checking ATF level

Hello, the service manual reads
"6. Check the oil fluid level. If fluid does not drain through the plug hole after adding a total of 4 liters, then the transaxle was either underfilled or the transaxle is leaking fluid. Inspect the transaxle for fluid leaks. Fix any leaks before setting the transaxle fluid level."

This is meant to be checking fluid level not replacing fluid. How come only after 4 liters is considered that it was underfilled or leaking somewhere? I'm going to check my ATF fluid level in my 2005 suzuki forenza, I had it replaced in a shop in 2015, I don't want to add too much or have too little. I've read the procedure but I would expect that I add few ounces of ATF fluid and it should drain from the fill plug but not have to add 4 liters.
