Default Optra Optra 2008 1.6L L4, LXT TPS voltage

i All I have an Optra Optra 2008 1.6L L4, LXT
I am experiencing the following
Rough Idle
Very hard Engine hesitation specially when the car is cold till it warm up Engine hesitation while warming up
very bad fuel consumption
Car stall sometimes when i press the break paddle
Car stall when i switch the A/C from on to off while idle
RPM fluctuate
LTFT while driving is always stable at 0.0 and 0.8 at idle
I did the following but the problem still exist

Changed Spark
Changed Spark wires.
Throttle body cleaning and resetting it.
inspecting all vacuum hoses and there is no any vacuum leak at all.
changed fuel filter
I connected my scan tool and i found all my readings within normal ranges with no trouble code at all expect the LTFT always at 0.0 while driving and 0.8 at idle .
TPS voltage (Key on - Engine off) is 4.1V at closed throttle and 0.5V at WOT , as far as i know this reading should be the opposite, I checked the connection and it is good is this TPS is damaged and should i replace it or what is going on HELP ME PLEAAAAAAAAAAAAASE
