Default not shifting

I have a 2004 forenza with only 80k miles and it seems that it doesnt like to shift into top gear... and it seems quite gutless...
when the car is in neutral, it revs and sounds great...
when I drive, around 40mph, it does not go over 3k RPM .. it just shakes.. looking at the RPM, it seems it drops to about 2800 RPMs and keeps repeating... if I press the gas pedal more.. it just shakers even worse... as if the limiter was cutting it off..
if I keep it floored then it eventually downshifts and at that point the RPMs do jump up to almost 5k...
if I drive it slowly, just before that point about 2900 RPMs... if I 'play' with the pedal, I can get it to shift, if I press the shift lock, thats the only way I can get it to go over 50 MPH..
I changed the shift range sensor... I cleaned the throttle body, I changed the TPS ... changed transmission fluid... nope of these maybe any difference

Check the exhaust back pressure... Pull O2 sensor, noisy, yes but does it now drive??

oh, didnt even think of pulling the o2.. I was just gonna drill couple holes.. lol
