Default 06 suzuki forenza timing belt tensioner

OK so im doing a timing belt on this car and i can not for the life of me get this tensioner to work right. i know that the arrow is supposed to line up with the notch but it will not. I have tried three different, all new, tensioners and nothing. the second tensioner i tried worked one time but then the wrench slipped and it moved and i could not ever get it back. I put the tensioner on and put bolt in hand tight and as it says, i have even tried torquing it then backing it off and still nothing. I have also spinning the little alan head tab both ways and still nothing.. I have talked 3 other mechanics and they have all said to do it as i have been. The tensioner just spins and the bottom notch is in the tabs where it should be too. i have been working on this car for the last 2 days and i can not get it.

SOMEONE PLEASE HELP!!

It was the water pump. I was going to replace it while I was in there but the aftermarket one I received was not made correctly so it wasn't clocked right so it wasn't allowing the tensioner to get tight enough to work properly.
