Default 2006 Forenza not doing well in the cold...

It is my daughter's car in college - fortunately she is is Columbia SC where the weather is more mild. The problem she is having that once the temps get to 30 the car runs very poorly and the colder it gets the worse it becomes. It will not idle and if she takes her foot off the gas it stalls. Even when she is making a turn it will stall if she takes foot off gas (and power steering goes as well) and at stop lights. This only happens when its cold outside. Any ideas? I plan on taking it to someone here locally as I don't really know of anyone trustworthy in Columbia (if you do please let me know). Over the holiday we took the car to a dealership (almost impossible to find anymore) for a recall notice and mentioned it to them. They only did the recall work and said they drove it and there wasn't any other problems at all that they could find (it was warm here so it was driving ok at the time). Could this be a vacuum hose thing possibly?

Search for "Idle Relearn Procedure" on this forum and try that first.
Oh, and try to perform it in your colder temps.
