Like the title states, stronger when the heater is turned on. Present with ac on but much stronger with heater.

Any ideas?

Apparently, you have a heater core leak and major work ahead.

I'm 90% sure that the dash comes off.

Wait on (or get a local estimate) confirmation.

When I did my 2004 I didn't take the entire dash out but had to remove the dash mount bolts that are inside both doors and do a lot of prying and jamming to squeeze it in there. It can be done without removing the entire dash but it is extremely tight and difficult and it requires a tonne of patience.
