Default 2 spoke steering wheel

How do you remove the centre cover / horn button on a 2 spoke wheel? The service manual simply says to disconnect the battery and "Pull it off forward" but mine stubbornly stays put. I have not tried to pull with loads of force as I don't want to break it. How's it done?

My tyres were 19 years old and had done just 4000 miles - they were the original fitment in 1999 and were 145/70R13s - but I noticed that now the car is back in use the sidewalls started to crack up and they were as hard as stone - time for a change! 145/70R13 is an old fashioned size and I was unable to get recently-made replacements so I opted for 155/65R13 which are roughly the same but a bit (7%) wider. After the tyre change voila! The steering wheel is straight so there was something very wrong with those old tyres or one of them was oversize.
