Default High Idle Intermittent

Hi, hoping for some help.

The wife's Suzuki Alto (1.1 '54 plate) started revving high when warm recently. For example, it starts up cold and idles normally at about 2k - pretty normal. The engine warms up and the idle slowly drops - normal. Then driving along with a warm engine, it will randomly rev at about 1500rpm (obviously when in neutral).

The other thing I noticed the other day - it wasn't doing it, then I felt the smallest of stutters (minimal) so I dipped the clutch and low and behold it was idling at 1500. The other thing I noticed was the temp gauge was lower than normal - not on cold, but lower than usual. But when it doesn't do it the temp gauge seems to sit where it normally does, just under the half way.

The final symptom (or may not be even) was about 3 weeks ago (before we noticed this idling thing) I started the car cold, and it took a little bit longer than I would normally expect it to start. I don't mean seconds even. The car normally fires within a blink of an eye, and I've noticed it's maybe two blinks, or 3 blinks now. Not a great deal, but enough for me to notice - I put it down to the cold weather at the time, but wondering if this is the issue.

So my thoughts are it won't be vacuum loss of any sort surely, as that would make it constant rather than intermittent right? I'm sort of thinking maybe it's a dodgy Engine Coolant Temp Sensor, but wanted to gauge the opinion of the experts before I splashed out 15 on a new one.
