The answer to your question depends upon many things:-
How heavy are your feet on the accelerator and brake pedals
How hard are the tyres inflated
Is the car well serviced, lubricated and adjusted
What type of terrain you drive on
Weather conditions (winds and temperature)
Is aircon being used
Are you towing or have a roof rack fitted
Do you have excess weight on board
Do you have many people in
Quality of fuel used
I am sure you will get a lot of varied answers to your question - but the reason for the variances will be mainly due to the above.

My Esteem 1.6 L does on average 6 L / 100 Km or around 39 mpg. I shift gears at 2500 rpm and I am allready in fifth gear at 60 Km/h. Driving style does matter!
