Default 93 Tracker 1.6 8v won't start

Hi, I bought this 93 and it was running on three . number one dead with very low compression. The others had +-150. The folks had supposedly put a timing belt in but messed up the crank seal. Before I tore into it, I checked the valves and found adjustment causing 1 to miss. I adjusted the valves, got 150 all across. Everything was covered in oil, including much of the interior, so I washed it. Pur new cap, rotor, wires, plugs. Wanted to start it before I tore into it to do the seal. It refuses to run. It will pop, lope along with the starter. It had very good spark, now, it has spark at all locations but reddish. It gets fuel, pump is working and comes to TBI. It vwont even stasrtcwith fluid. Its almost as if IRS 180 out, but it was running. Belt could have slipped, I guess, but too coincidental.if it hadn't been so saturated in oil, I wouldn't have washed it, but I was careful. Covered parts, no high pressure. Just gunk and water. Should I go ahead and do the timing belt and not worry about the starting till I button it up? Never been so confused. Control module?
