Default Rear Door Latch Handle Will Not open

Background: 2000 Chevy Tracker - 145k miles & treated me well since new here in the northeast.
But.......the rear door latch handle setup is screwed up.
I have had this baby apart before and serviced it a couple of times. What a PITA! Now the handle will not engage, its frozen, useless... nothing inside to that I can see to release this. The lock cylinder turns but of no help since it seems like a combo of handle & linkage. It just will not open!
Now before I get my dremel out to cut the inside panel and create my own access panel, what do I need to do to get this open? Any tricks?
I sprayed the heck out of it with PB Blaster.
I think once it opens I want to replace the linkage and handle.
Any Ideas on the best place to buy, what to buy and how I might get this open is appreciated in advance. thanks.

You can pop the inside panel out easily and find what the problem is.
