SX4 Sport Sedan steel rims

I have a 2008 SX4 Sport Sedan with Convenience package. I do not want to run the 17 inch alloy wheels and stock Dunlop 205/50 R17 tires this winter. I believe the spare tire is mounted on a 16 inch steel rim. I'm looking to get steel rims and winter tires.

Are 15 inch steel rims out of the question?

Does anyone have a wheel and tire package suggestion? I was not able to find any information on tirerack.com. I even tried calling them.

I'd check with an auto recycler (ie junkyard) for a set from a wrecked SX4 sedan. You could also try Used Auto Parts and Used Car Parts from Junk Yard Dog®. They basically send out your request to their hundred or so associated junkyards. The individual yard will contact you with part and pricing info.
