Hi, i am having the exact same problem on three different 98 1.3 16v engines. I know its not a head gasket thing, I'm sure you know the same, if the antifreeze isn't dropping. Did you get yours fixed yet? I am going to install valve stem seals in one and see what happens. I would love to hear from you if you have fixed it already, because i am a little puzzled at why they all do this(16v eng only). Otherwise i might be able to walk you through valve seal installation. In the meantime, i would drive yours, its not a huge deal.
