Question Spark plugs Fouling

I have a 1992 Geo Metro, 5 speed, 3 cyl. and lately it hasn't wanted to start, I pull the spark plugs and they are soaked with gas. I put in a new set and the same thing keeps happening. If I crimp off the gas line before the throttle body it will start and once started runs fine. Anybody have any ideas of why so much gas is getting through to the spark plugs? THANKS

Default sounds like

Too much fuel pressure via the regulator, try checking the pressure.

Default Need more info hotrod

Where would I check the pressure at? Not knowing I would think I would un-do the fuel line going in to the T/B and check it there? Also how much pressure should it read? Is the fuel pressure regulator easy to change out? And where would it be? I have only had a GEO for about 3 weeks when it started to act up. Thanks for your help.

Sound to me like too much pressure, regulator maybe.

Default 92 metro high fuel pressure

I have changed the fuel pressure regulator, (flapper) and I am still having problems with the sparkplugs getting to much fuel at start up. I have to floor the gas pedal to start it, like when a car is flooded. Do you think that the fuel pump has gone bad?? I may have to get an inline fuel pressure regulator to see if that will do the trick?? Thanks
