Default Loss of all top end power

working on a 96 geo tracker 1.6 16v it's been acting up having a miss when you start out but a fews sec up the road it picks right up an goes on, it doesnt seem like it wants to go past 4000 rpm no matter what. ive check the timing change the fuel filter pulled valve cover check valves change plug wires an plugs an cap an button ive done the spark test seems two of the plugs may a have a little less sparks than the other two but the spark doesnt quit or drop off another thing is you can red line sitting still no problem jus no power leaning towards cat maybe stop up or fuel what do you guys think??

Have you checked the fuel pump?
If it's clogged or has low pressure for any reason, it might pump enough gasoline to keep the car running up to certain load, but no more.

Just my 2 cents

I also had a problem with a Datsun, long time ago, which showed a similar behavior.
It was caused by worn rings, so compression was too low. In the city the car was fine, but as soon as you needed power, the engine wouldn't respond.

This power loss was progressive, though.

Perhaps a compression check could point the way.

It is always a good idea to start from the beginning, and do a compression test on the engine to confirm the engine timing - all plugs out, F1 fuse removed, a well charged battery and floor the gas pedal for best compression. Your 16v should pull about 190psi on a warm engine. Post your results. Also confirm that your spark plugs are gapped to .7mm (.028"), and that your check engine light is on with the key on and off once the engine is running.....
