Default What is this?

I have apologize in advance for all my posts, but I am working on my project Geo Tracker and want to get it done!!

I found something interesting and I am curious if it is important or if it is something that I can ignore? I was replacing the fuel filter and found this web of hoses on top of the fuel tank. Can anyone tell me what this is? There is a small white tank with nothing in it along with several hoses (hard and cracked)

I am assuming this has to do with the emissions system? (I do not need to pass emissions where I have the vehicle registered)
Any help would be appreciated. I am curious if it can have anything to do with the vehicles vacuum system? Maybe something that has to do with my idle issue, maybe?

It's the fuel/air separator, part of the EVAP system, that prevents gas from entering the vent line to the EVAP canister. The EVAP system explained here:
