So after a couple weeks, a lot of cussing, and a "few" beers, the 1990 Tracker is alive again.
All told with the 1993 engine swap I came up with this working situation:
Bottom end, head, intake manifold, all accessories, and exhaust manifold from the 1993 donor Tracker
Throttle body, ECM, and distributor from the 1990.
I's a Frankenstein

to be sure. Starts right up, temp goes up to 190 F holds steady as a rock, idles down on cue. Figure I'm good to go.
