Might be helpful if you post the year of your car, 8v or 16v, auto or manual tranny, etc. See sticky note on forum for what to post, otherwise people can't help you. It would sound that you have a short somewhere. Or perhaps bad ground. Here is list of grounds on some Trackers:
common-failures

If I'm not mistaken, this would be the #3 fuse/15a for markers, interior lights and tail lights, no? Or is it more than one fuse (radio and cigarette lighter still lit?) You need to be a lot more specific.

Lets avoid shot gunning or guessing or working with out tools. I will help you the best I can! I can't see or hear/feel your motor, so consider my answers, in that light. You can rent most tools.
There are 2 diagnostic paths, one with tools and one without! Which way?

I had similar problem with lights flickering when hitting a bump (although they stayed on). Harness comes out of firewall just to the right of the battery. I had some corrosion there - rusty bits which eventually rubbed through the insulation of a couple of wires - they would only touch when I hit a bump, etc. Did easy re-insulation of wires, and all was ok. So, aside from checking ground behind the rear taillight(take lens off and you see it, many people have rust/corrosion issues there), you may want to check the wiring in engine compartment too.
