That is true....
2 HPs on a 10 HP engine is a 20% gain. 2 HPs on 100% is just 2% and if you go higher.... Just a mere drop in the Ocean.
To put it on perspective...
1973 Dodge Charger SE 440ci goes about 0~60 MPH 7.4 and 1/4 mile 15.2
and
2004 Pontiac Grand Prix with a 3.8 V6 goes about 0~60 MPH 6.5 and 1/4 mile 14.9
The times are close, the Grand Prix can smoke the Charger on the 0~60 and the 1/4 mile with 230 Cu In engine, almost half of the displacement. The car of course weight less and the engine has all the modern goodies. So technology allow us to push the motors hard.
Now a Dragster has 6000 HPs and does about near 4 seconds a 1/4 mile. To go that fast needs about 20+ times the power of the Grand Prix in order to be about 10 Seconds faster.
A car on the NASCAR circuit are rated to about 700~800 HPs and all they can go is about 200 MPH and they guzzle like 2 MPG
That means, that speed is not a linear thing, is pretty much Exponentiation, to gain a little takes a lot
