Default 89 Tracker stalls when cold

i recently bought a new(used) throttle body with ISC, Injector, and TPS.. Everything runs fine, idle is decent when hot.

Anyways after i put this new TB on, the car will keep stalling until it gets to normal temp, unless i turn the heater on.. Im not to sure what to do from here, and its not really a big deal since i was finally able to pass smog..

Any advice would be great

P.S.... 8V 1.6L 5 speed.. Motor has good compression, timing is 8 BTDC, idle screw has been turned in quite a bit to try and compensate for the engine stalling but no luck

Just a thought...normally when you turn the heater on (or fan) the idle would drop then ISC (or IAC in 89??) would regulate idle. You say that when you turn heater on, idle raises to keep car going. So maybe something in that area??
