Default Periodic low idle and missfire/hiccup at speed

My 97 tracker has developed a slight 'hiccup' while running at normal speeds. That means under acceleration or at any normal steady speed. If I rev the engine while not moving, I can't detect any missfire or uneveness, but while driving, it feels like a slight pause or hiccup every few seconds at random intervals. The interval is not consistant. Power feels like it is down slightly especially accelerating from lower rpms. Fuel economy seems okay. As well, the idle sometimes drops to between 200-500 rpm before climbing back up to 800 rpm after a few seconds. At 800 rpm, the idle sounds fine. This happens randomly and not consistantly at stops at any temperature. The number 3 plug is slightly carboned up and the other 3 look fine. It may just be coincidence, but the symptoms may have started after I washed the engine a couple of months ago. This was done while cold. There was a severe missfire after restarting, but that went away after awhile. That tripped a missfire code, but that cleared up after a while, and there are no codes now. So far I've changed the plugs, cap, rotor, wires and fuel filter. Any help or ideas would be gratefully accepted.

one smart cookie showing plugs,right on!
you have 2 problems I bet.
needs a full tune up first. cap thru plugs. (wires too)


should not do this ever.
between 200-500 rpm

this can be :
1: bad tune.spark bad, due to bad spark components.
2: EGR sticking open,
3: ISC sticking
4: TPS bad or not calibrated , the idle switch if it dont close, IDLE will fail.

I recommend AC Delco Spark Plug Wires, Jerry knows why...
