your are over thinking this
there are 2 tests,
one cruise
one deaccel.
when it fails , the ecu stores the freeze frame.
you can look at the freeze frame data and tell instantly which of the 2 it was.
if the path is clean, then the EGR is sticking
the dealer has a machine that can exercise the EGR main , electrically so one can test it. and clean it.
all you can do is, unbolt it, and leave the conn. attached.
and then key on and off and pray it cycles.
if it cycles, then you can spray carb cleaner in it and cycle it somemore.
there ar e 5 or 6 step that must happen before the EGR test cooks off.
1 is HOT. in closed loop, and short delay. and dont have A/C on or other major loads.
2: is over 45mph. (over 19mph and over 45 on others, and some are 55mph , ouch) 2000? i do not know.
3: and 5mins.
4 steady speed.
test 2 happens when you cut gas.
do as above (well over 45) and the cut gas in gear, coasting in gear
and the EGR monitor 2 will cook of. Pass or fail.
until you under stand how the monitor runs, you will never understand how the CEL lamp works, The CEL lamp is just a POS idiot lamp.
you need a scan tool to see the pending's.
and under stand how many pending's it takes to get a CEL.
It is busted.

i do not have 2000 books,so the exact nums can be diff.
but this is HOW it works.
notice how the rpm must be in a 700 rpm window.
this really fools folks, in to thinking the error is intermittent.
no , you are just conducting the tests wrong. (in a way of thinking)
it is a 2 second mouse trap test.
start car, get in the window (per the tables) and SNAP. pass or fail,
will not repeat UNTIL next COLD START !!!
