half blink, there is no such thing. (sick ecu, pops to mind !)
New TPS, did you calibrate it first?
key on, light stays on.
start, goes out.
never do that. replace any part UNTIL:
1: pull dome fuse.
2: put back and drive until CEL comes back on,
3: then pull codes.
4: if still code 22,? (its real an not some ancient stored anomaly)
if still set. this code means.
ECU sees output of TPS as a gross low state.
EG: stuck at 0v while driving.
causes,
1: broken wire to TPS wiper.
2: broken wire to TPS 5v terminal
3: no 5vdc refr. voltage coming from ECU (bad ecu or some sensor or wire is grounding it out)
4: bad ecu. inputs (rare very rare)
so ,
1: key on (not running)
2: voltmeter to 5v ref pin, is is +5vdc ?
3: if #2 is true, then see pin, 3.
4: with meter on pin 3 and ground , rotate the throttle.
5: the meter will start a 0-1v and move to 5v, in a smooth manor.
repeat #5 , a few times to be sure there are no glitches. (there wont yours is new)
THe TPS is a really simple dumb part.
it is just a carbon variable resistor (not really electronics but electric)
it is grounded on one side.
5vdc on the other
and sends a voltage directly proportional to throttle position, thus its name.

see pin B6 on ecu , that is the 5v ref pin.

the half blink, that is no good.
id examine the large capacitors in the ECU. on any pre 96 kick.
if they say rubycon , on the side or are leaking they need swapping fast.
