Once the cancer (rust) has eaten through the metal, you've only got a few solutions.

1] Cut the bad area out and weld new in. Get the donor piece from another good fender. (cut, weld, sand, body filler, sand, body filler, sand, prime, repaint)

2] Replace side-panel/fender. (remove, re-install new panel/fender, sand, prep for paint, paint)

3] Easiest & cheapest in the long run. Sand, grind or cut-out rust areas, treat to stop rust, then paint. IF fender flares will cover bad areas, buy fender flares and put them over all wheel openings. Flares can be found on eBay or at salvage yards.
