Default 91 tracker hickups

Just bought this 91 Tracker. Guy thought he was a real mechanic and lots of small repairs. So, 1.6T5FFC7, 5 speed Manual, 2WD, I think 8OHC, I beleive it is a FED, US (Not California) Air and steering pump unhooked. He said the throttle body was removed and replaced, and hasn't run right since.

Idles fine, runs fine when pushing gas pedal while in neutral, runs fine in reverse. BUT when driving in all gears as you excellerate, will hickup. And when driving at one speed, will hickup and then run smooth for about 10 seconds, then hickup again, then smooth then hickup.

Doesn't make since to me why it doesn't do this in neutral or reverse. Can't check for sensor dead spots while driving down the road.

Any help would be great.
