Default Low Idle

I have a 1995 sidekick 4 door JLX. It has a 1.6L with a automatic transmission. It is 4WD and has 132,000 miles. There is no check engine light on right now and it has never came on. It has a very low idle when there is an electrical load placed on it such as AC and headlights. The idle does not kick up when the AC is turned on. Often time while stoped at a light it feels like it wants to die. I have given this car a complete tune up. I tested the Throttle Positioning Sensor with an ohm meter and it checked out fine according to Chiltons. I tested the Idle Air Control valve with an ohm meter and it only read 1.4 ohms. Chiltons says it is supposed to be around 10 or 11 ohms. This is a $250 part so I want to make sure this is what's wron before I spend the money. Can anyone help me?

Look thru Jerry's website and see if you can find anything applicable. I would double check my equipment and procedure before I paid $250 for a part.
