I just did the window adjustment on my 89 Tracker. Here's how it went. ... First remove the door panel. Beneath the plastic water barrier that covers the door are four screws that secure the window regulator to the door. The screws (two at the top and two at the bottom) go through slots in the door and into the regulator mechanism. By loosening the screws and slideing the top of the regulator toward the back of the car and the bottom toward the front of the car, you will tilt the window so the forward part comes up a bit and the aft part goes down a bit. That should make it so the front and rear of the window reach the top of the door at the same time.

Verify weatherstrip in sail [mirror] area is not deteriorated leaving a piece blocking the window channel.

The inner door panel is often referred to as a 'card' or a 'skin'. He was saying to remove them & look to see what adjustments there are.
