all kicks of this era. (rules)
1: all are dumb [OBD1] blink code ECU's, always be sure to get code 12.
if you cant get code 12 , the car will NEVER run right. read that twice.
Just because 12 flashes out, does NOT mean you will get 29mpg. ( and full power)
(some sensors can be OUT OF CALIBRATION , not dead ) < only humans can find this.
Never the ECU.

2: on cars with the Federal Mileage timer, ( i call it SES so it can have a cute name)
this circuit makes troubleshooting very hard.
I call it the PITA circuit too.
After removing it, the ECU will now behave just like all sidekicks world wide.

steps:
1
remove this part.

2: key on , no start, note CEL is glowing (ecu is alive and happy and lamp works)
3: start car
insert DLC jumper per my CEL pages.
4: see DTC codes flash out, ( IT MUST FLASH OUT something OR ECU IS DEAD)
THE FSM has you unplug the ECU and do all sorts of Gyrations to get the SES issues resolved. Do not do that, it is a real pain. use my 4 steps above.

Mandatory sticker under hood (look up and down , head under hood)
see tag , see the tag that does not have CALIF words?
that means your car is a FEDERAL CAR. and needs this switch removed.
