Default 95 tracker 16 valve Setting valve lash?

I am trying to set valve lash. I have set crank to 0 & cam sprock E mark to 12:00 in line with V cover notch. Cam dowl pin @ 6:00 & E mark on sprocket on top lined up with notch in V cover. I set lash order #s 1 & 5 but when I tried to set # 2 of the lash set order it was on the high part of the cam lob. I didnt go on to set # 7 Can anyone tell me what I am doing wrong. With so many different settings like the cam sprocket has I&E, It can be put on the cam 2 different ways, The rotor can go on 3 different ways. Why so many settings? I have never worked on an engine so difficult. I bought this from a guy that could not get it running after installing a head gasket. Now I know why.
